Storage bucket for lower-resolution artifact proxies

Overview

Lower-resolution proxies derived from artifacts for playback and lightweight preview.

Files are stored in the artifact_proxies bucket with object paths: {device_id}/filename.ext

DB columns store the bucket-qualified path, e.g. artifact_proxies/{device_id}/clip_proxy.mp4.
